Intake: 5 stray dogs roam area per annys caller
5/4 Approaching kennel dog is flat on kennel floor. Did not take treats and would not pick up head. I kept tosisng leahs untill on and kept ,making noise untill he picked up head. As dog was on leash he started jerking and thrashing. Did not move from kennel due to behavior
