Rubio needs emergency placement due to behavioral concerns. Rubio has not acclimated well to the shelter environment and is allowing for minimal handling from select handlers. He has escalated to hard barking and growling at staff both during his intake and during his stay at the Care center. He does accept high-value treats and has shown the potential to warm up to those select handlers. Medically, Rubio is healthy.
